Speculative Investment Management
Dear Investor:
Thank you for considering my
managed account plan. Following is my current table of managed account
results:

Beginning August 1, 2005, I am a
Registered Investment Advisor managing client speculative funds using
Stock Index Mutual Funds. Client accounts are held at the Mutual Fund
Company (ie directly at Rydex) that allows mutual fund switching
(market timing) on selected funds at both a 10:30 am fund exchange
closing and an end of day closing. (Currently, I only know of Rydex
Funds allowing two trade times per day, so I encourage accounts at
Rdex.) The account is "your"
individual account or "your" IRA. I take a "trading power" over the
account that limits me to only placing orders on the account for
trades between funds in the fund family and to submit my quarterly
management fee bill. The market timing trading strategy followed in the accounts
includes using long or short fund positions, but does not necessarily
match the recommendations in the weekly Stock Index Timing .com
newsletter.
When you set up an account at Rydex
and give me trading power of attorney, the account gets set up in my
managed "group" at Rydex and I am able to move between long or short
funds and money market at Rydex with just a few keystrokes online. I
send them one bill each quarter for my management fee of .5% of
account balances at the end of the quarter (2% annual rate) and they
just charge the account and send me a check. It really works easy.
Also, Rydex does not charge any commissions for
switching around within their funds. That way, I can go back and forth
without hesitating about transaction costs being too high for small
accounts. Sometimes, as the financial representative on the account,
the funds that I use at Rydex (the double short and the double long
funds) pay me an annualized one quarter of one percent trailing fee
for using such fund. Whenever I receive such fees I reduce my
quarterly billing by an equal amount.
You can see that my returns are very speculative. I
suggest you only let me manage funds like they were just one
speculative investment in one stock. If you have a million dollars in
stock market investments, maybe you would put $50,000 to $100,000 in
an account at Rydex for me to manage. Just a portion of your
speculative funds.

The Managed Account Returns, in the
above table, are based on actual accounts held in US Dollars and
reflect a quarterly managed fee of .5% (1/4th of 2%) times the end of
quarter balance. The managed account returns include dividends and
interest earned on accounts and are compared to the total returns of
the S&P index (includes dividends) from published data. Past
performance is not necessarily indicative of futures results.
I accept only "speculative
funds" (in either a regular account or IRA) for management and
charge an annual fee of 2% of the account value. For more information

Following is information for opening an account
for my managed mutual fund program.
1. Review the Investment Advisor Form ADV Part
II Disclosure.
Before opening an account, please click here to
review the Investment Advisor Form ADV Part II Disclosure
(3 meg file).
2. Sign and mail my Investment Advisor Agreement.
Please review the following linked copy of my (2 pages) Investment Advisor Agreement.
This is the agreement between you and I for my managing the investments in your
account. Please print out the agreement, sign it and mail it to my address on
the form.
3. Open an account at Rydex Funds. Currently,
my investment plan includes moving between fund accounts either in the morning
or at the close of the day. I only know of the Rydex Mutual Fund Group offering
the ability to trade mutual funds at both a morning close, at 10:30 am Eastern,
and at the daily close. Accordingly, I currently suggest clients open accounts
at Rydex Funds to participate in my managed program.

If you are opening an individual account you
can complete the account forms on line, or down load the account forms and
mail them to Rydex.
Here are some comments to help you complete the
account forms:
Section 1: Complete "individual" name
and address information. UGMA, Trust or Corporate only if necessary.
Section 2: Complete mailing and contact
information.
Section 3: NOT NECESSARY. ( The $25,000 minimum
will not apply on the account because it will be in my managed account group.)
Section 4: NOT NECESSARY.
Section 5:
-----Dividends and Capital gains: NOT NECESSARY
TO COMPLETE.
-----Electronic investing: NOT NECESSARY TO
COMPLETE.
-----Shareholder Account Information Delivery:
NOT NECESSARY TO COMPLETE.
-----Trading Privileges: NOT NECESSARY TO
COMPLETE.
-----Authorized Traders: DO NOT COMPLETE. There
is a separate form for establishing my trading power of attorney.
-----Signature: Review and sign.
If you choose to define a portion of you
speculative funds to be in an IRA account you can use an IRA account for the
managed program. If you open an IRA account for an IRA transfer, you need to
download the IRA account forms and complete a transfer form. Partial account
transfers can be made to fund the account.
4. Complete the Rydex Appointment of
Financial Professional form. Print out the following linked form (2 pages)
Appointment of Financial
Professional. This form appoints me as your agent for purposes of giving
Rydex instructions for transactions in your account. It also allows the
payment of my 2% per year management fee which is charged as .5% of the calendar
quarter end balance just after the end of each calendar quarter.
Sign page one and send both pages to Rydex.
